The theme for this year’s conference was ‘Vocational education and training systems, what works and why’ and the program was structured around four topics: VET systems; VET in developing countries; VET and economic and social development; and VET and special needs groups. This paper was part of the second topic. The Vocational Education and Training Authority (VETA) was established by the Tanzanian Parliament in 1994 as a response to the on-going economic reforms. VETA has, thus, been formed to spearhead a VET system which should contribute to the national development strategies including the enhancement of the private sector, poverty reduction and employment promotion. To undertake this task, VETA has adopted a competence based education and training (CBET) concept. This concept enhances the efficiency and effectiveness of VET to meet the user expectations through a standards based learning package. This paper provides an overview of the VET system in Tanzania. It begins with background and contextual information, then examines the legislative framework of the VET system, VETA’s organisational structure, proposed training system reforms, and vocational training in Tanzania. The paper concludes with a discussion of challenges for the training system such as the relevance, effectiveness and efficiency of training, and the sustainability of the system. The strategic action plan for 2000-2004 is briefly outlined.
